Over the past 15 years, Mrs. Qabbani built her career as a management consultant and excellence specialist in Jordan and the United Arab Emirates with an emphasis on process management, strategic planning and client communication. With more than a decade of institutional development experience, she is considered a consensus broker and change manager with a strong technical understanding of the development challenges that clients and counterparts are facing.
In recent years, Mrs. Qabbani has offered her expertise as Organizational Development specialist to local and international consulting firms in Jordan with a focus on governance, reform for government institutions and performance monitoring. In a USAID-funded long-term reform project in the water sector, she was responsible for the development and management of a range of sector reform efforts related to institutional development, restructuring, process improvement, management approaches and systems in Jordanian water sector institutions (Water Authority of Jordan, Jordan Valley Authority and the Ministry of Water and Irrigation).
At utility level, Mrs. Qabbani demonstrated her strong communication skills and ability to work with diverse people with different educational backgrounds and across hierarchies. She conducted a comprehensive staff assessment in Mafraq and designed individual staff development plans and on-the-job training schemes with the objective to increase the performance of the subscribers department.
Similarly, in Balqa, she conducted an institutional assessment with the aim to enhance utility performance through structure change.
In August 2018, Mrs. Qabbani joined the German Agency for International Cooperation (GIZ) as full-time staff. She is currently working as an Organizational Development Specialist supporting a holistic approach to strengthen and institutionalize economic performance of water utilities in Jordan. Improvement measures to increase In this capacity, Mrs. Qabbani is also acting as the focal point of a working group, coordinating work with other project staff and consultants.
